If its bad enough out for that sort of thing in my neck of the woods they don't carry it to school they wear it so as not to freeze to death. Teach them to lay out their gloves after recess so they aren't wet.

my kids have mesh bags so the water drips out. can't remember where i found them online, but they come in multiple colors (to keep kids' stuff straight); are big enough to hold boots, snowpants, mittens, hat, and ice skating helmet if needed; have a drawstring closure; and can be slung over the kids' shoulders (except they don't work well for my 4-year-old because she's so short they end up dragging on the ground).

My kids wear the snow suit, boots, gloves, hats to and from school. They keep their inside shoes in a plastic grocery bag in their backpack -or- keep an extra pair at school during the snowy months.

I suggest you check out some of the brands used by hunters and hikers rather than what the general shoe and boot stores carry. They offer the best comfort, durability, and weather protection since they are designed for extreme conditions.
I prefer Columbia, North Face, Rocky, and Red Head myself, but there are other brands that are very good as well.
If you’re not sure where to get them, try http://www.buddyandoscars.com/Outdoor.htm and try the different suppliers under the ‘Sporting Goods’ category. My best suggestion would be to start with the Sierra Trading Post, Mountain Gear, or Sports Authority links, but you may find a different style you like at some of the other merchants.
The only other suggestion I can offer is don’t settle for something cheap. Ten hours on your feet in the cold is not the time to find out why some brands are cheaper than others.
